
WELCOME STATEMENT (CONT'D)
As 209 persons heard at my Campaign launch on September 30, 2024, in a Pindell Charles
administration, positively highlighting our City will be a priority—whether it’s the people, or the
places, or the projects. Yes: Let’s feel good about ourselves in what we accomplish. And with
that being said, I look forward to all of us making that personal commitment now, together, to
address whatever challenges that we face and the obstacles that we overcome.
For example, our City’s “Comprehensive Plan 2040”, especially the “small area plans” that have
been outlined for each individual Ward (18 pages), can serve as a great centerpiece and foundation
for our decision-making processes. As you will continue to notice on my social media platforms,
and even during my lifetime, I believe in doing the work—not looking at the work as “drudgery”, but as
an opportunity to “draw” upon the enjoyment of what we accomplish. In other words, not taking ourselves too seriously. And that will be the centerpiece of my Mayoral campaign and the Pindell Charles administration. Yes, there’s scientific proof: (Love and) Laughter is the best medicine!
With that being said, for example, my social media platforms will showcase exciting, unique, and affordable monthly “Fun-Raisers” where everyone can participate. Also, we want to hear from you,
as we will be asking each Ward: “What do you LOVE about your Ward?” And look for your individual
“Ward Shout-Outs!” from me. Also, look to see what others have to say about Rhonda—not necessarily
endorsements, but instead Reflections and Remarks, but also some Responses about my decision-making, ability to lead, crisis response, character, etc. Also, see my plans (not promises) that I have as we
move forward in our City. Additionally, we will look back at the former month to see what I’ve
been up to as you travel “On the Road with Rhonda…”. And as you can see by most of the photos that are
posted, again, we try to “draw” upon the enjoyment of the work that we accomplish.
So stay tuned so that you won’t miss out on a thing!
As we look toward these months and years ahead, let’s remember that we are:

Respectful. Responsive. Results-Oriented.
Rhonda Pindell Charles, Esq. is a dedicated and deeply ingrained member of the Ward 3 community. As Annapolis City Councilwoman/Alderwoman of Ward 3 since 2013, Rhonda is a servant leader who works tirelessly for the betterment of her community and constituents.
As Alderwoman, Rhonda is Chair of the City Council’s Public Safety Standing Committee, City Council representative for the County’s Gun Violence Prevention Task Force, and serves on the Youth-Schools Subcommittee, in addition to periodically serving as Acting Mayor for the City of Annapolis (most recently between January 28-February 13, 2020). She continues to serve in her day job as School-Community Liaison Specialist for Anne Arundel County Public Schools (AACPS). Prior to this, Rhonda worked at the Maryland Department of Natural Resources until 1983 and retired in 2004 as Assistant State’s Attorney for Baltimore City (SAO).
Rhonda has been an active member of the Parole/Annapolis/Anne Arundel County/State of Maryland community throughout her life. In 2008, she was appointed by the governor to serve on the Judicial Appointments Commission for Anne Arundel County prior to her election to the City Council. She has also previously served on the City of Annapolis Board of Appeals, several City of Annapolis bipartisan mayoral transition teams, and the State Highway Contract Task Force for the Aris T. Allen Boulevard. Rhonda has been an elected public official since 2009, serving as the representative from Ward 3 on the Annapolis Democratic Central Committee.
Rhonda has deep roots in Ward 3, having been a member of the Community Health Center at Parole, Inc. for over 35 years and a member of the Greater Parole Community Association, Inc. (formerly, Community Association of Parole, and formerly, Parole Improvement Association) for over 20 years. She also founded the Parole Elementary School Alumni and Friends Association in 1983--the only such organization that exists. She is a life-long and active member of Mount Olive A.M.E. Church congregation in Ward 3. Rhonda also is a friend of St. Philip’s Episcopal Church in Annapolis and has been for many years.
Rhonda received her J.D. from University of Maryland School of Law (go Terps!) and her B.S. in Business Administration with a minor in Economics from Morgan State University (go Bears!). As for secondary education, she graduated from Annapolis High School as a scholar athlete (Panther pride!), Annapolis Junior High School, and Parole Elementary School (now the Walter S. Mills-Parole Elementary School).
She is married to Marvin Charles and has two children, Marvin, Jr. and Rishelle. She enjoys walking through her community each day. Rhonda is the daughter of the late Gwendolyn Queen Pindell (a retired educator) and France A. (Buck) Pindell (who owned Pindell and Pindell Contractors-his building contracting business).
